The Form-Based Codes (FBC) was a recommendation by the Propelling Downtown Forward committee. The FBC was formally adopted in February, 2021. 

Form-based codes are a type of land development regulation that focus on the physical form and design of buildings, streets, and public spaces, rather than solely on land use. Unlike traditional zoning codes that primarily regulate land use, form-based codes place an emphasis on creating desirable and cohesive urban environments.

Form-based codes provide detailed guidelines and standards for the physical characteristics of buildings and their relationship to the surrounding public spaces. They typically include regulations regarding building heights, setbacks, massing, architectural styles, building materials, street design, landscaping, and other design elements. These regulations aim to shape the physical appearance and function of a community or neighborhood to achieve a specific vision or desired outcomes.

The key principles of form-based codes include:

  1. Emphasis on physical form: Form-based codes prioritize the design and character of buildings, streets, and public spaces over specific land uses. This approach promotes the creation of vibrant, walkable, and visually appealing communities.

  2. Context sensitivity: Form-based codes take into account the existing context and character of an area, such as the surrounding buildings, street patterns, and natural features. They seek to maintain or enhance the existing context while allowing for appropriate new development.
