The Form-Based Codes (FBC) was a recommendation by the Propelling Downtown Forward committee. The FBC was formally adopted in February, 2021.

Unlike traditional zoning codes that primarily regulate land use, form-based codes place an emphasis on creating desirable and cohesive urban environments.

They typically include regulations regarding building heights, setbacks, massing, architectural styles, building materials, street design, landscaping, and other design elements.
