Private Service Line Defect Remediation Program

The Private Service Line Defect Remediation Program (PSLDR) is a component of the City’s comprehensive Capacity, Management, Operations, and Maintenance Program (CMOM) as required by the Consent Decree. This program was established to encourage property owners to repair defects that are sources of infiltration and inflow (I&I). The primary goal of the PSLDR is to eliminate I&I, a major contributor to sanitary sewer overflows (SSOs).

I&I can occur when rainwater enters a private sewer line through pipe defects, then flows into the City’s sewer system. Excessive rainwater can overload the system and cause sewers to overflow into homes, businesses, neighborhoods, and waterways.

SSO is a condition where untreated sewage overflows from a sanitary sewer into the environment before reaching the wastewater treatment plant. When caused by rainfall, it is also known as a wet weather overflow.

Supplemental Environmental Project (SEP)

As part of the Private Service Line Program, the City has developed the SEP to help low-income homeowners pay for private sewer line repairs. The Consent Decree requires the City to spend $400,000 on qualified SEP claims.

To qualify for the program, homeowners must meet both of the following requirements:

1. Must have a defect for Infiltration and Inflow (l&I).
2. Must be a low-income homeowner according to the SEP Eligibility Income Limits.
