What is Pretreatment?
The Pretreatment Program is an Environmental Protection Agency (EPA) requirement included in the two (2) National Pollution Discharge Elimination System (NPDES) permits issued to the City’s wastewater treatment facilities.
The primary roles of this program are:
- Identify facilities that would need to be permitted under the Pretreatment Program
- Issue industrial pretreatment permits to identified facilities that discharge wastewater to the “P” Street and Massard Wastewater Treatment plants
- Monitor these facilities through site inspections and sampling efforts to ensure permit compliance
- Monitor City treatment plant discharges to ensure NPDES compliance.
To date, the City receives wastewater from 24 permitted industrial/medical facilities and one (1) municipality.

Sewer Use Ordinance
Ordinance No. 27-16 is an ordinance regulating the use of public and private sewers.
This includes private sewage disposal, the installation, construction, maintenance, and connection of building sewers; the discharge of waters and wastes into the public sewer system; providing penalties for the violation thereof; repealing all ordinances in conflict therewith; and for other purposes, all pertaining to the sewer lines and system within the jurisdiction of the City of Fort Smith, Arkansas.
