The City has begun constructing a new 48-inch water transmission line that will cover over 30 miles from the Lake Fort Smith Water Treatment Plant located in Mountainburg to Fort Smith. The new line will replace the original 27-inch water transmission line constructed in the 1930s. This project will be implemented in phases and is planned for completion in 2025. The larger diameter line will allow the amount of water supplied to the region’s water users to increase from 34 MGD to 70 MGD. It will also improve the level of service to the south and east sides of Fort Smith.
Phase II is currently under design. This phase will extend the transmission line an additional 12 miles from the end of Phase I to a location near the intersection of Rudy Road and Old Dollard Way.

This project, located in the northwest part of Ward 1 and the southeast part of Ward 2, involved the installation of 1,849.56 linear feet of 8-inch PVC pipe using an open cut method and 412 linear feet of 12-inch PVC pipe, also installed by open cut. 3,017 linear feet of 8-inch HDPE pipe were installed using a pipe bursting method. The project also included the removal and replacement of 37 manholes with a 48-inch diameter, the installation of 136 cleanouts, and the repair and rebuilding of 9 manhole inverts. In addition, 15 manhole frames and covers were removed and replaced, and 12 manholes were lined to improve durability and performance.

Scope of Work
Project 19-29-C4 was part of the overall 19-29 project to evaluate and repair sanitary sewer pump stations damaged in the 2019 flood. This project included Pump Station 20 at Fort Smith Park adjacent to North 6th St and Pump Station 21 at South 98th Circle. Following evaluation, it was determined that both pump stations required complete replacement.
Pump Station 28 and Pump Station 29 were constructed to replace the damaged stations as part of the Construction Management At-Risk Agreement with Van Horn Construction, Inc. The agreement had a Guaranteed Maximum Price (GMP) of $6,205,125.00. The project was completed with a final cost of $6,067,180.16, which is $137,944.84 less than the original GMP. The funding for the project was available through the 2018 Revenue Bond and will be submitted to FEMA for reimbursement.

The scope of this project included the realignment of a sanitary sewer main along Rogers Avenue, located between Waldron Road and South 56th Street. The main needed to be replaced to increase capacity and address a recurring sanitary sewer overflow (SSO), which had overflowed ten times in the past three years. The realignment also moved the pipe section outside of the ArDOT HWY 22 right-of-way.
This project replaced approximately 641 linear feet of 10-inch and 12-inch diameter pipe with an 18-inch diameter pipe, utilizing open-cut and horizontal-directional-drilling (HDD) methods, and included one service connection and five manholes.
This project was completed at 3.4% below the original contract amount and 16 days less than required for final completion

Scope of Work
This project replaced 350 linear feet of a 10-inch sanitary sewer main and two manholes The work took place between North I St. and North J St., in the alley between N 8th St. and N 9th St., where a segment of the main had collapsed. The collapse had previously caused a sinkhole and a Sanitary Sewer Overflow (SSO).
The funding for this project is available through the 6505 Excess Sales and Use Tax.
